Meet The Secretary

Governor Earl Ray Tomblin appointed Robert “Bob” S. Kiss as Cabinet Secretary of the Department of Revenue on July 1, 2013.

In his capacity as Cabinet Secretary, Kiss oversees 10 agencies: Alcohol Beverage Control Administration, Athletic Commission, State Budget Office, Division of Financial Institutions, Insurance Commissioner’s Office, Lottery Commission, Municipal Bond Commission, Office of Tax Appeals, Racing Commission, and State Tax Division.

Kiss also presides as the State Budget Director and the Governor’s designee for the Board of Treasury Investments, serving as chairman of the Investment Committee. He is also the Governor’s designee to the Water Development Board, the West Virginia Municipal Home Rule Board, the West Virginia Housing Development Fund, and the Early Childhood Planning Taskforce. Additionally, Kiss serves on the Retail Liquor Licensing Board.

Prior to his appointment, Secretary Kiss worked as a partner at Bowles Rice Attorneys At Law in Charleston practicing in the areas of tax, estate planning, and commercial law. Kiss is recognized by Best Lawyers in America in the areas of tax law and trusts and estate law. Before entering the private sector, Kiss held several leadership positions within the House of Delegates, including House Finance Chairman from 1993 to 1996 and Speaker from 1997 to 2006.

Kiss earned both his bachelor’s degree in economics and his law degree from The Ohio State University.

Secretary Kiss and his wife, Melinda, reside in Charleston with their two children.
